If you travelled from Bayjin to Nessie to Underwater Caves to a closed steel door, Rubble is far beyond the other side of the door, probably at an earlier training location. "Worth a penny or two" You can return with the ID tags to General Yamir, he'll tell you to search some more and command you to give the tags to Sgt.
