"controlling attributes"
I know that controlling attributes make the skill which they control go up faster, but does it have a direct impact on the skill itself. For example, will a Psionic with 100 Psionics and high Senses cast spells better than a Psionic with 100 Psionics and low Senses? Thanks in advance for your help.

nope
no effect really. it only helps skills develop faster, and mainly are logical ones, like Dexterity and speed get you more attacks, and thus Martial Arts skill goes up faster, when those attributes are high.

2. "Additional attributes"
More important, I think, are the secondary attributes. If you right click on them, like Intelligence, you see what else it affects (I think it is mentioned for spellcasters).

Also, once it gets to 100, it definately helps your spellcasters offensively (and other classes, defensively) with the expert skill it opens up.
