Is there any negative effects for dropping non essential items from inventory like umpani security cards or the tattered note.

No, there's no negative effect. However, you won't be able to just "drop" them but you can leave them in an empty chest. Enter inventory mode, grab the item to be dropped and exit back to normal mode with it on your cursor and then click on the lid of the chest to deposit the item in it. Lather, rinse and repeat.

One benefit to doing this this way is that if you discard something you turn out to need later, it's a lot easier to remember where one chest is than where all the random places might be where you just dropped stuff on the side of the road.

The chest idea is a good idea... i think i will use it.

about the original quesion - the essential items are very light. the umpani cards weight about 0.1 to 1 each - a weight that does not make any problem for you...
