"Where are the sea caves?"
Are the sea caves in the swamp area? Please tell me I don't have to go underwater again cause I sold all my scuba gear.

You *have* to go underwater! It is Bayjin that you can reach from the Swamp, then you get to the Bayjin Shallows (entirely underwater ), and only then you get to the Sea Caves. However, there are two sets of scuba gear: one issued by the Umpani and another located in a hut in Bayjin. So if you have sold the first set only, you stll can get another one in Bayjin.

P.S. I think it is a good idea not to sell anything that you are given for 1 g.p. only. Typically, these are things you need for quests.

If for some reason you can't get to the other set of scuba gear Dyak mentioned, there is another alternative. If you recruit RFS-81 and make sure you've got enough Resurrection powders to revive the rest of your party, you can let him walk it. The others will drown but he won't and then you can revive them after reaching the sea caves (which are above water). Best way out if doing it this way is to portal but if nothing else you can always walk back out and resurrect again.
