"Seeking advice on switching classes"
I have a level 9 Fighter with 82 h.p. that just became eligible for Lord. Is there any reason why I should wait to switch?

I also have a neutral Thief who I plan to switch to Ninja when, or if, I find the Thieves Dagger. Does the thief/party have to be of evil alignment to use the Thieves Dagger?

Thank you so much.

I would switch to a mage first. Level him/her to level 13 to get at least one level 7 spell, then switch to a lord. He/she will learn the remaining level 7 mage spells after leveling up a little as a lord (if he/she didn't learn them all at once), as well as every cleric spell eventually. If this seems like too much work, then you should be fine if you switch to a lord now.

The Thieves Dagger can change a thief of any alignment into a ninja. For neutral thieves, this is the only way to become a ninja, since neutral characters can't change alignment (in the Apple II version of Wizardry I, no one could change alignment). Hope this helps.
