If you tell Bella no, he leaves without you. Can you import this ending to W7?

Also, I'm assuming that if you tell him no, then he will leave, and you will not have a chance to successfully end the game. Is this assumption correct?

If you won't fly with Bela, you can always take (or try to take) the Pen and fly with Aletheides. It's the same ending in Bane and the same beginning in Crusaders when you take the Pen, whether you've met Bela or not.
