I played these games in the 80's but don't remember this problem. Maybe it is only with the Ultimate Wiz Archives? In w2, I cannot import characters or create new ones, only use the ones already in the training grounds. They are all good! Not a thief among them, how can I open chests? Just play until one can change class? Any help would be appreciated!

That is weird ... all the people that have bought this product and this is the first anyone noticed I guess because I only played Wiz 7 and a bit of Wiz 1 (mostly for testing my editor), that I never noticed in 2 and 3 there is no create option.

At first I thought it might be due to a full roster, but after deleting a few (or even all the ) characters, I was still unable to create.

There is a Utilities option: "move" that I believe does just that - moves your characters out of Wiz 1 and into Wiz 2 (and same for Wiz 3). It's a oe way trip, so you may want to back your Wiz 1 save game file.

You were never able to create characters in W2 -- if I remember correctly the box at the time even had a big sticker that said something like: "you must own W1 to use this product." I guess they thought this way people would have to buy both rather than just one.

The manual of the archives has pretty detailed instructions on how to transfer characters. If I remember, you have to first somehow "export" them from W1, and then, from the utilities menu, move them into W2.

If the Transfer characters option (at the Utilities, which on the PC are at the edge of town) isn't working, wou may want to backup your character file (save1.dsk) and re-install the archives, then try again. Otherwise, I'm not sure where you're running into problems...
