"which skill is used when slinging a potion/powder/stix?"
artefact skill or sling/throwing skill?
I am refering to offensive potions/powders/stix in the character's personal inventory. During combat, you can "use" these magic items.

Back in wizardry 7 you had both alternatives, and using potions/powders/stix was a good method to improve your artefact skill.

Generally, bombs and powders using Throwing/Sling, and stix use artifacts. But not always. Check the item description (right-click) and it will tell you which skill it requires.
