So this is the first time I've ever beaten this game, and I'm at the end. I want to take a strong party into Wizardry VII and I have all the gear mapped out to take with me. What I planned on were some diamond rings for my female characters.

I read all the threads on here about how to get the diamond ring from Rebecca but it just isn't working as described:

I have a completely full inventory and then I listen to the king's spiel and then he disappears. Rebecca comes down and gives me her spiel and tries to give me an item. I'm full so it goes into NPC talk mode. So far so good.

A couple problems after that - ANY action I take she starts her spiel over again and if I have an item slot free, I don't get NPC talk mode, even though she has more "important" items to give me (effectively making me stuck because she'll fill up my last slot, fly away, and then I have a item-grab box that won't let me exit because there's a required item but all my slots are full).

So my conundrum is this: I can't get her in NPC talk mode unless ALL slots are full (one slot open leaves me stuck in the same way). If I give her an item - I get stuck as explained. Further, if I "Talk" and say "I love you", she simply responds with "I don't know about that...".

So how is this done? It's just not working no matter what I try. Is there another part of the game this is supposed to happen? This is when I am exiting the Temple of Ramm and the King kills himself (since I dropped the cross I don't fight him) and then she appears right after.

I am playing the Ultimate Wizardry Archives version. Did they patch that out perhaps? Is there any other way to get the diamond ring? If I fight them, their loot tables are empty so it doesn't even look like I can get a single diamond ring (which I'd be okay with one at this point).

By using Mad God's Cosmic Forge and checking the game text, I was able to discover exactly when to say "I love you". It is specifically after she first appears and asks "Is he gone?" I was thinking you told her that while in "NPC Talk" mode.

That combined with me figuring out that I was being stupid and could actually give her more than one item before being subjected to her text block again, I was finally able to accomplish this.

BTW, when I imported parties, I didn't bother with the armour. Choosing it would block weapons importing. You should note that the results are somewhat random. Only after some retrying I was able to bring all the best weapons to W7.

Yeah I went back to Queequeg and loaded my lord/valkyrie/samurai with basic leather armor. I had a very successful import. I took The Avenger, Maenad's Lance, Muramasa Blade, Zatoichi Bo, Rod of Sprites, and the Elven Bow, along with Cameo Locket, Diamond Rings, and Ring of Stars etc.

So with all the super weapons and accessories, even with leather items, I hit the ground at 0 or less AC for most of my characters. Muramasa Blade + Zatoichi Bo special uses gave my Samurai 4 attacks per round and 4 swings per attack right at the start of the game, so he started ripping things to shreds from the get go.
