I talked to the rapax king but he just tells me they're in their cages that way... and when i get there I can't get in to access the cages! Is it because I once talked to him before I became a templar?

I've completed both trang and umpani till the last mission. Pls help! Thanks!

The guard has a key.
The game won't let you free them and stay green with the Rapax.
