I know you need to get a stat to 100, but then what?

Essentially..

I just popped the Cap of Wiles on a character and took their intelligence to 104 and well.. I don't know what to do next, or even if that works.

Does it have to be a natural 100?

..and is it something you have to train in once in leveling before you can train it by casting?
