I tried all possible solutions... but it he won't give me a quest... He'll just say something like "let's talk about important matters"
What am I doing wrong?

have you clicked on the word "talk" and shot it right back at him? it's either that or "important matters" ... iirc, either one works. you won't be able to get him to shut up, lol.

I read here that the first quest was getting that flag... So I just gave him the flag and I got congrtulated and got two new quests from him...
