I met SGT Rubble in the Gunnery and he told me to go to Covert Ops after giving me the rocket launcher but I cant get the door to open. Did I miss something? Placing the level 3 pass still tells me to go the the gunnery.

You HAVE to go back (restore a save) to before you opened the Gunnery door after fixing the ATM. Once you fix the ATM and get the Gunnery door open, go DIRECTLY to Gunnery. Then, after talking with Rubble, go pick up the rockets at the far end of the range. He should be at Covert Ops with the door open by the time you can get there.
