I am doing fine with my party, but I am considering switchin' my mage into a bard. I get a lot of cool items, just usable by bards. So, question: is there a bard as NPC to get?

Yes, there is an Umpani Bard who will join you if you are aligned with the Umpani. He is in the bar at the Umpani base camp.
