So, I'm standing on/near the grate leading to the Rapax castle using the beckoning stone and nothing. This has got to be the right place!

Did you take the teleporter to the Temple?

You have to stand next to the big door with the gargoyle statue. Safe before placing the beckoning stone in the indenture, because this triggers the statue to become alive and attack you. (although I don't think it would be a big problem for you at this point if you cut through the rapax on the way here)
