I heard that the wheel key is in arnika but where in arnika is it.

(or under it). There is a "secret" wall, in the room underneath, reached by the walkways down. It is right near the magic replenish fountain. Tools for Wizardry(r) 7

... there is a room, with a fountain that replenishes magic ... right next to the fountain is a secret door ... right through that door leads to the wheel key. Tools for Wizardry(r) 7
