Im supposed to report to the umpani sgt rubble but ive been searching for hours and cant find him. can anyone tell me where he is?

Rubble should be for the underwater mission? If so, he's near the area where you went for Covert Ops training. I strongly recommend putting notes down in the caves...

I have opened up the water area but no rubble to be seen. I have made a very thorough trek through the caves and hes MIA. Im going to try going through the water course without talking to him first and hope that works
