Where do you find this item? Does it drop - like most of the Bard items - on Higardi Bandits? And what are its stats?

Also, anyone know a good site that lists all the items in W8 with their complete stats?

Bela sells that ring, but you can pick up from mobs and quite a few chests. You should definitely buy it if you haven't able to find the ring by the time you met Bela. Also remember to buy the cloak of many colors from Bela.
