One of my characters only has a quarter staff that does only 1-5 damage. Where can I find a better staff that he can use?? I have checked the different shops but can't find any staffs.

what class?
if a magic user, you will have to find a better staff. priests and Bishops have some slightly better alternatives available, but most magic users are stuck with the quarter staff.
if a priest/bishop, a war scepter and shield in front row should be good. or Bullwhip/shield
mages/alchemists/psionics - stick with it and slings, not like you really have a choice

Flane staff and staff of doom are two that you may come across later in the game.
