I've been given the task of finding the black ship for the T'Rang. I got the black box outta Vi's ship, but it doesn't do anything for me. I tried tracking it from Arnika but its jamming me. What am I missing?

The one you have is broke. You need to find another one that is not. If you have no idea where to look, try north of the swamp, in bayjin.
