Wiz 8 creates files at the end of the game in accordance with how the game ended.

This implies to me that Sir-Tech are at least leaving the door ajar in respect of a Wiz 9.

We can only hope !!!

That would be "planned" or "was planning" ... you can probably abandon all hope of them doing a Wiz 9 (though we would all love it).

For us newbies in the Wizardry world, how come Wiz 8 is the last in the series. What was the reasoning behind that?

It's the last because after Wiz7 was published, the publishing arm of Sir-Tech closed up shop. Wiz8 was not yet ready for prime-time. The work continued on Wiz8 but no publisher/distributer was identified once the work was done.

If I understand the situation correctly. Sir-Tech had stopped all funding for Wiz8 but the developers/coders continued to work on it in their spare time. We are lucky to get Wiz8 at all.

So, unless some generous soul or corporation decides to resurrect this series, this is the last installment.

Though I don't think anyone outside the Sirotek (thus the name of the company) family was doing any pro-bono work (aside from us beta testers ). Though, when it was done, I recall there was an abrupt shut down (read layoff, closing up shop) to operations while publishing arrangements were searched out and made.

Just like the Jagged Alliance franchise, the last I heard (6 months or so ago), the Wizardry franchise was up for sale, but there have been no takers (unlike the JA series, which found new life).
