I got past nessie ( no i did not kill her i just ran) and i got the ID tags for the lost umpanis but now I CANT FIND SGT RUBBLE!! Where the hell is he?

Did you get to Nessie from Bayjin or Mt Gigas? If you travelled from Bayjin to Nessie to Underwater Caves to a closed steel door, Rubble is far beyond the other side of the door, probably at an earlier training location. WAiting for you to show up and complete an earlier quest.

I don't think the ID tags are worth anything. Except probably to indicate that you are on the right trail.
You have to actually rescue someone from the Rynjin encampment.

You can return with the ID tags to General Yamir, he'll tell you to search some more and command you to give the tags to Sgt. Balbrak, where you get some experience points and/or money, can't recall anymore.
