My Ranger has learned all of the first level Alchemist spells. At what level should he start learning the higher spells, if he learns them at all?

There are 2 things REQUIRED to learn new spells. Character level AND the amount of skill points in the magic school. In this case the Alchemy skill must be raised to learn new spells. The skill points in the Realms(Fire,Water,Air,Earth,Mental and Divine) will determine the power level of the spell you want to cast.

For example: Acid Splash, the more points you put into the Water Realm the more green circles you'll see when selecting the power level of the Acid Splash spell. I assume you already know what the different colors mean when choosing the power level of the spell. Green=always safe, Yellow=low to moderate chance of backfire/fizzle, Red=high chance of backfire/fizzle. You'll also see varying shades of green,yellow and red.

Both of these, Magic School and Realms, will increase through use. Keep casting spells whenever you can or needed and both of these skills will rise on their own. You also have a choice to add points at level up.

You could be a level 20 Ranger but if you only have 5 points in Alchemy you will only be able to learn level 1 spells.
