If it's what I think you're talking about, it's in Bobo's cage in Trynton.
You get two clues. Check the idol, and there's blue flowers left behind. There's a certain someone in the swamp that lives around where those blue flowers grow

The shiny ball is the missing piece of the orbital tracker (which is in the spaceport in Arnika).
