Is there a relation between the (averaged?) level of your characters and the level of the monsters you encounter?

I read somewhere in this forum, that someone didn't level up in order to "freeze" the difficulty level. Can anyone confirm this?

According to the information in this forum. "Monster diffuculty level is set to the level of the HIGHEST party member" With the occasional random "RUN LIKE HELL" group usually found along Arnika-Trynton Road

I think this is true in some areas of the game.
It is especially significant at the early stages
such as the Monastery and Arnika road where your
party is most vulnerable. Make a note of the
monsters you encounter at the Monastery when you
first begin and compare with random encounters you
get once you return with the wheel key.

The level of the monsters in each area is capped eventually. Once the cap is reached the level of the monsters doesn't go up but they increase in number. So a level 20 party travelling on the Arnika-Trynton road may encounter a max of level 15 monsters but who wants to fight 5 or six cultists with a group of ten highwayman? The game does occasionally throw the random super monster at you but reverting to last or second to last save and re-entering the area often rids you of monsters your party may not be strong enough to fight.
