Ok what is the minumum requirements on merging potions and and bombs and misc stuff, not his equipment.

Like light potion and medieum potion.

I have a 15 level Gad, he has 97 intel. 120 sense 97 100 dex
and 97 engineering.

What is stoping him from merging items?

Only the characters that study alchemy can merge potions, powders, etc. Gadgeteers only merge gadgets.
