When you first enter the Rapaz Rift there are two tunnels after you exit the mouth take the left tunnel explore the area at the end and you will find him. Don't forget to check out his cell as a very useful item that Ferro the armorer needs to create a "custom" weapon is in there.

Rafe is the "prisoner" in the Pift who gives you some information about Al-Sedexos. He aloso has a minor side quest (getting the item to free him) that nets you some extra EXP. In his cell is located one of the components for the vampire chain
