I'm at level 20, all of my characters are of elite classes; will they ever be able to cast the highest level spells? (like nuk blst, etc.)

eventaully.
level 22, specifically (in pure class levels; class changed characters are differnet, only the Samurai Class Levels count for Mage Spells)
