I have completed the T'rang arm quest and now have level 1-3 passes. I am told to go to Sgt rubble for further training. I go to the HQ building and get in the elevator and it tells me I need level 5 clearance to use. Please help I'm stuck.

You don't want HQ you want TRAINING after inserting your pass you wil have to fix the the pass reader and insert your card again to get in. The reader is located just in front of the training complex.
