Is there any way one can tweak a gadgeteer to raise his engineering skills like you can a spellcaster by casting repeated level one spells or a thief by repeatedly picking locks, disarming traps, etc. Would like to beef up his engineering skills to get them high enough to merge a double shot crossbow and a regular one into a triple shot.

Sure, just abuse your gadgets. Some of them can be used outside of combat (X-scanner, regeneration stone), making this easier.

Omnigun use sometimes puts engineering up, but very rarely. Best to use your gadgets and put points in at level up.
Funniest gadget: Port-a-potty.

Use your Lightening Rod as often as you can. If your stammina is too low cast stammina with your priest or bishop on your gadgeteer. I got my engeneering skill boosted to over 80 before Inspector Gadget reached level 10.
