how do you get into the area that is barred and has a plaque on the ground in the outer area of the mine tunnels section?

not the t'rang entrance but the area after that. it has wrought iron bars and it has a plaque on the ground.

It's one of four exits out of the mines. Just play around with the switches in the block hut so that you get a "route" leading to a point outside the picture, then jump in the mine vehicle.
