I'm assuming that you mean the final Umpani mission (destroy the ship/stop the Youngers from teleporting down). You wander around inside the T'rang base (that you get to from the mines) until you find the Power Room. You should be able to just wander past the guards and stuff. There is a dial on the wall opposite the door. I think you set it to the lowest setting (whatever is opposite to the way you find it) then go back to the room behind Z'ant. Talk to the computer and get it to change the power level (can't remember if its decrease or increase). When you get it right, you get a transmission from the Captain of the T'rang ship.
But you're never gonna get an alliance like that....
